KATMANDOU – Les forêts jouent un rôle important en matière de changement climatique. Selon différents facteurs, ils peuvent être soit des sources soit des puits de gaz à effet de serre (GES) – les raisons du changement climatique mondial. Ils libèrent du carbone dans l’atmosphère, stocké dans leur biomasse s’ils sont mal gérés. S’ils sont bien gérés, ils captent le carbone atmosphérique et le stockent dans leur biomasse, contribuant ainsi à réduire le dioxyde de carbone atmosphérique, l’un des principaux GES responsables du changement climatique. En plus de cela, les forêts fournissent une large gamme de biens comme la nourriture, le bois, les fibres, le bois de chauffage et les médicaments naturels. Ils fournissent également de multiples services : (a) des services de régulation, tels que l’amélioration de la qualité de l’air et la régulation de la température ; (b) les services de soutien, tels que le recyclage des éléments nutritifs et la formation des sols ; et (c) les services culturels, tels que les valeurs spirituelles et récréatives.
L’avantage des forêts est double. Ils contribuent à l’atténuation du changement climatique en séquestrant le carbone atmosphérique et également à l’adaptation au changement climatique en produisant et en fournissant gratuitement de nombreux biens et services. Par conséquent, la plantation de nombreux arbres est considérée comme l’une des principales actions visant à atténuer le changement climatique.
Au Népal, le rôle des forêts dans l’adaptation de la société humaine au changement climatique (forêts pour l’adaptation) et leur contribution à l’atténuation du changement climatique sont largement et fréquemment discutés, mais les discussions sur comment et si les forêts s’adapteront au changement climatique (adaptation de forêts) est pratiquement inexistante. Nos plans et actions d’adaptation sont principalement centrés sur les personnes ; il n’y a pas de discours sur l’adaptation des forêts. La recherche a fourni suffisamment de preuves que la fréquence et l’intensité des perturbations forestières, telles que les épidémies de ravageurs et d’insectes et les incendies de forêt, augmenteront en raison du changement climatique.
Repenser les interventions
Les interventions de gestion forestière telles que la plantation de beaucoup d’arbres ou la conservation de vastes étendues de terres car les forêts sont insuffisantes. De telles interventions devraient également changer avec le temps pour rendre les forêts plus résilientes et plus adaptées au changement climatique. Les forêts doivent d’abord survivre et prospérer pour fournir les biens et services qu’elles produisent afin d’aider les humains à s’adapter au changement climatique. Les forêts surpeuplées et anciennes autres qu’à l’intérieur des aires protégées doivent être récoltées. Une nouvelle régénération qui se développera dans un climat changeant et développera la capacité d’adaptation à un âge précoce devrait être encouragée.
À moins que les discours sur l’adaptation des forêts ne se généralisent dans la société, le risque d’effondrement des équilibres écologiques est toujours élevé car les impacts du changement climatique sur les forêts, l’une des composantes du système écologique, sont généralement oubliés. Inutile de dire que chaque composante de l’écosystème est confrontée aux impacts du changement climatique et que chacune d’entre elles doit s’adapter. Ce qui est plus délicat, c’est qu’aucun composant autre que les humains ne peut prédire ou même comprendre leurs prédictions du climat futur, et seuls les humains décident et essaient d’agir pour tous. L’absence de discours sur l’adaptation des forêts au changement climatique signifie que nous ne réfléchissons pas et ne discutons pas suffisamment de la manière de gérer nos forêts afin qu’elles puissent s’adapter aux changements prévus du climat futur.
Le programme d’action national d’adaptation (PANA) et les plans d’action locaux d’adaptation (LAPA) mentionnent largement la construction d’écosystèmes adaptatifs au changement climatique, dont la forêt est également une composante. Mais l’objectif principal de ces plans reste l’adaptation humaine. Les populations locales sont encouragées à établir des priorités d’adaptation lors de la préparation de tels plans, et il est évident qu’avec des ressources limitées dans les communautés frappées par la pauvreté, les gens gardent les moyens de subsistance comme leur première priorité (comme c’est le cas dans le PANA). Ils considèrent une forêt comme une source de biens et de services, mais pensent à peine aux impacts auxquels elle pourrait être confrontée. Cela montre que seuls quelques discours politiques existent, voire pas du tout, mais pas les discours publics. Pour que les plans et les politiques réussissent, les discours publics et la participation jouent un grand rôle dans l’élaboration et la mise en œuvre des politiques. Cependant, si de tels discours sont induits dans les documents politiques uniquement par la participation d’experts lors de leur préparation, plutôt que par la sensibilisation du public, ces discours ont peu de chances d’être mis en action par le public.
Discussions rares
Étonnamment, ce discours est également très rare dans le milieu universitaire. Les cours sur la gestion forestière sont principalement centrés sur la récolte annuelle de bois et les multiples services écosystémiques que les forêts produisent et fournissent, mais les impacts du changement climatique sur les forêts, qui doivent être pris en compte lors de l’élaboration des plans de gestion forestière, ne sont pas inclus. Les forêts doivent s’adapter au changement climatique comme les gens doivent le faire. Ils ne sont, la plupart du temps, compris et enseignés que comme des ressources qui aident les gens à faire face aux impacts du changement climatique.
Dans les forums internationaux de négociation sur le changement climatique tels que la conférence des parties (COP), nous parlons fièrement de la grande proportion de la superficie forestière que nous gérons, de leur importance dans l’atténuation et de leur rôle dans l’adaptation des sociétés vulnérables au climat. Le rôle des forêts dans l’atténuation et l’adaptation est mis en avant à chaque fois, mais nous n’abordons jamais les sujets de l’adaptation des forêts dans de tels forums. Il est courant que la vulnérabilité des personnes y trouve sa place, mais l’absence de toute discussion sur l’adaptation des forêts indique que le discours est soit absent, soit que nous ne le priorisons pas. Ainsi, les discours sur l’adaptation des forêts devraient avoir autant d’importance que ceux sur les forêts pour l’adaptation. Plutôt que de souligner uniquement l’importance des forêts dans l’atténuation et l’adaptation au changement climatique, nous devrions réfléchir, discuter et agir davantage sur la façon de cultiver et de gérer les forêts qui feront face aux changements prévus du climat futur. De cette façon, nous aurons à la fois des forêts et des sociétés qui seront résilientes et adaptatives au changement climatique.
