According to “Les Échos”, “this estimate includes investment costs for engineering studies, equipment manufacturing and construction contracts on site, provisions for risks, commissioning costs, spare parts or long-term decommissioning charges”. The newspaper adds that “EDF cites two main reasons for this revision of its budget”, first “the increase in engineering costs, as the energy company has decided to take nine months longer than expected to finalize the generic plans for its redesigned EPR reactor”.

The other reason is related to “the rise in construction costs, which stems from the first call for tenders launched by EDF to anticipate the manufacturing of certain critical parts or secure key contracts”. “Les Échos” state that “it is the cost of these construction contracts that weighs most heavily in the upward revision of the initial budget”, in addition to “new provisions for risks and contingencies, amounting to 5 billion euros”.
An initial estimate announced in February 2022 in a government report based on two external audits estimated the cost of this program at 51.7 billion euros excluding financing costs, with an additional 4.6 billion euros in case of implementation difficulties.
